Brokerage Launch

How to Start a Forex Brokerage: The Step-by-Step Setup Path

Company, licence, MetaTrader 5, servers, liquidity and support: the order the work actually happens in, what each step needs, and where most new brokers lose months.

How to start a forex brokerage step by step: IBC company, licence decision, MetaTrader 5 licence onboarding, server setup, liquidity, CRM and 24/7 support.

Short answer: To start a forex brokerage, work in this order: choose your business model, form a company (often an IBC) with a brokerage activity clause, decide which forex licence your target markets require, apply for a MetaTrader 5 licence, set up the MT5 servers, connect liquidity, CRM and payments, then go live with 24/7 technical support.

The forex brokerage setup steps at a glance

Starting a forex brokerage is a chain of seven dependent steps: each one produces a document or a system the next one needs. The company must exist before MetaQuotes will review you, the MT5 licence must be approved before servers can be deployed, and the servers must be stable before liquidity and clients are connected.

  1. Business model. Decide who your clients are, which countries you will serve, how you will execute (A-book, B-book or hybrid) and whether you need your own MT5 licence, a white label or a grey label.
  2. Company formation. Incorporate a company, usually an International Business Company (IBC), whose stated activity covers trading of financial instruments, online forex or brokerage and financial services.
  3. Licence decision. Work out which forex or securities licence your target markets require, and whether you apply before launch or in parallel.
  4. MetaTrader 5 licence onboarding. Prepare the document pack MetaQuotes asks for, pass compliance review and verification, and choose a licence tier.
  5. MT5 server setup. Deploy the trade, history and access servers on your own infrastructure; configure groups, symbols, sessions, backups and monitoring.
  6. Liquidity, bridge, CRM and payments. Connect liquidity providers through a bridge or FIX API, set up the CRM and client portal, and integrate payment gateways.
  7. Go-live and ongoing support. Test end to end, launch, then run daily operations: monitoring, updates, risk reports and incident response.

The dependency chain: steps 2–4 are paperwork, steps 5–7 are technology. Steps 3 and 4 can run in parallel once the company exists.

In practice, delays come from the joins between steps: a company whose objects clause does not mention brokerage, a website that fails MetaQuotes' review, or an MT5 server with nobody ready to configure it.

Step 1: Choose your brokerage model before anything else

Your model decides which company, licence and MT5 setup you need, so it comes first. The two main questions are how much control you need over the trading platform, and how orders will be executed.

Platform control. There are three common ways to run a MetaTrader brokerage:

Grey label, white label and own MT5 licence compared
OptionWhat you getWho holds the MT5 server licenceBest fit
Grey labelYour own client groups and your brand on the WebTrader, mobile apps, CRM and client portal, inside another company's licensed MT5 serverThe providerTesting a market or brand with the least setup
White labelMore control than a grey label over branding and configuration, still within the provider's licensed setupThe providerBrokers who want control without their own MetaQuotes contract yet
Own MT5 licence (main licence)The full system on your own hardware: trade, history and access servers, all administration, plugins and gatewaysYour company, contracted directly with MetaQuotesBrokers planning to scale, run their own risk and own their client data

An MT5 grey label is a brokerage set up inside another company's licensed MetaTrader 5 server: you get your own client groups and your brand on the WebTrader, mobile apps, CRM and client portal, while the MT5 server licence stays with the provider. A white label gives more control than a grey label, and a full (main) licence gives the most. See our MetaTrader white label page for the label routes; the rest of this guide follows the own-licence path, because that is where company, licence and MetaQuotes onboarding all come together.

Execution model. A-book passes client orders to liquidity providers, B-book internalises risk, hybrid mixes both. The choice shapes your bridge, your risk management and, in regulated markets, what your licence must cover.

Target markets. The countries you will market to, not where you incorporate, drive the licence question in step 3.

Step 2: Form the company (IBC) with the right activity clause

The company signs the MetaQuotes agreement, opens bank and payment accounts and holds any forex licence, so its paperwork must match what those counterparties check. Many new brokers start with an offshore International Business Company because incorporation is fast and administration light.

In our experience, three details decide whether the company is usable for an MT5 application:

  • Activity. The stated activity must cover trading of financial instruments, online forex, or brokerage and financial services. A generic "any lawful business" clause usually leads to questions; a legal opinion confirming the permitted activities is recommended.
  • Registers and addresses. You will need a register of directors, a register of shareholders showing the ultimate beneficial owners, proof of the registered address and proof of a physical address.
  • Age. If the company is older than six months, MetaQuotes asks for a Certificate of Good Standing or Incumbency, so order it with the incorporation package.

Saint Lucia IBC: company yes, forex licence no

Saint Lucia is a common choice for the company step. IBCs are incorporated under the International Business Companies Act (Cap. 12.14) through a licensed registered agent, must keep a registered agent and registered office in Saint Lucia, and the company name ends in "International Business Company" or "IBC". In our agent's estimate, incorporation takes about 3–5 business days after due diligence, and add-ons (legal opinion, incumbency, physical address, nominee services, bank and PSP introductions) generally take about one more week. These are indicative, not official, timelines.

What Saint Lucia does not do is license forex business. The IBC registry says so directly:

"Saint Lucia does not currently regulate or licence Forex Trading or Binary Options business."— Saint Lucia IBC Registry, FAQ (accessed October 2026)

The Financial Services Regulatory Authority has also warned that "forex business is not licensed in Saint Lucia" and that documents presenting a forex company as licensed by it are false. So a Saint Lucia IBC is a company, not a forex licence: never describe it as "regulated". It can still be the entity behind your MT5 application. In our experience MetaQuotes has accepted Saint Lucia IBCs, though that is not published MetaQuotes policy, and any forex licence you need comes from another jurisdiction. Since July 2021 Saint Lucia IBCs are subject to income tax and file annual returns.

Other company jurisdictions

SVG's Financial Services Authority states that it "does NOT issue licences for Forex trading or brokerage activities", and since January 2023 forex companies must show a licence or approval from where they will operate before incorporating there. Seychelles is usually chosen when company and licence should sit in one place. Compare the options on our IBC company formation and Saint Lucia IBC pages.

Step 3: Decide which forex licence you need

The licence question depends on where your clients are, not where your company is registered. Regulators in client countries apply their own rules to firms that solicit their residents, and offshore authorities increasingly say the same. SVG's FSA puts it plainly:

"BCs and LLCs registered here and are engaged in forex trading/brokerage, MUST obtain the necessary authority or license from the jurisdiction where their clients are located."— Financial Services Authority, St. Vincent and the Grenadines, warning notice, 14 October 2025 (accessed October 2026)

The table separates "you can form a company here" from "you can get a forex licence here", the most common confusion we see.

A common pattern: form the company in a fast, low-maintenance jurisdiction for the MetaQuotes contract, and obtain the forex licence where your target markets require it, in parallel with MT5 onboarding. Our forex licence and offshore forex regulation pages go deeper. This is general information, not legal advice: confirm your target-market obligations with a qualified lawyer.

Step 4: Apply for the MetaTrader 5 licence

A new brokerage that wants its own server can only buy MetaTrader 5. MetaQuotes no longer sells MetaTrader 4 licences:

"The MetaTrader 4 trading platform licenses are no longer available for purchase."— MetaQuotes, MetaTrader 4 for brokers (accessed October 2026)

MT5 is sold in three tiers that differ by real-account capacity and included components:

MetaTrader 5 licence tiers (MetaQuotes)
TierReal accounts includedTypical fit
Entry1,000Start-ups and small brokers
Standard25,000Growing brokers that need distributed trade servers
Enterprise200,000Large brokers needing the full component set

In our experience, the first payment to MetaQuotes covers three months of licence fees. We do not publish fee amounts; MetaQuotes quotes them directly.

The document pack MetaQuotes asks for

Based on our onboarding work, MetaQuotes' compliance review asks for ten items. Preparing them before you apply is the single biggest time saver in the whole launch:

  1. Certificate of Incorporation.
  2. Certificate of Good Standing or Incumbency, if the company is older than six months.
  3. Register of Directors.
  4. Register of Shareholders showing ultimate beneficial owners, with supporting documents if nominees are used.
  5. Proof of registered address.
  6. Proof of physical address: a utility bill, corporate document or certified confirmation letter.
  7. Domain ownership and a compliant website showing the company name, registered and physical addresses, an email or contact form and a phone number, a risk warning and a jurisdiction disclaimer.
  8. Confirmation of activities: the Memorandum, or a legal opinion or representation letter.
  9. A corporate bank reference letter addressed to MetaQuotes, or a certified bank statement.
  10. SumSub identity verification for the signatory and the ultimate beneficial owners.

The website item catches many applicants: a "coming soon" page usually comes back with questions. We build compliant broker websites, and our MetaQuotes licence documents and MetaTrader 5 licence onboarding pages explain each item and the review sequence in detail.

Step 5: Set up the MT5 servers after approval

Once the licence is approved, the broker deploys MetaTrader 5 on its own hardware and runs it. MetaQuotes does not host it for you:

"You independently deploy our software on your own hardware, as well as maintain your server infrastructure and fully control support and administration."— MetaQuotes, Buy MetaTrader 5 (accessed October 2026)

So every own-licence broker needs a technical team, in-house or outsourced. A typical first build covers:

  • Infrastructure: servers for the main trade server, history server and access points, close to your liquidity; we run hosting in the UK and the Netherlands with monitoring and DDoS protection (MetaTrader server hosting).
  • Platform configuration: groups (live, demo, IB, swap-free), symbols and specifications, margin and leverage settings, sessions and holiday schedules, DST changes, commissions and swaps.
  • Manager and admin access: roles and permissions for dealing, back office and support staff.
  • Backups and logs: scheduled backups, log monitoring and alerting.
  • Client access: branded desktop, WebTrader and mobile configuration.

MetaQuotes' comparison lists unlimited symbols and account groups in MT5 (against 1,024 and 512 in MT4) and both netting and hedging accounting, which matters when you design groups. Brokers moving MT4 clients can follow our MT4 to MT5 migration guide. The full sequence is on MT5 server setup after licence.

Step 6: Connect liquidity, bridge, CRM and payments

With the server configured, the brokerage needs prices, an execution route, a client back office and a way to take deposits. These four integrations are where an MT5 server becomes a business.

Liquidity and bridge

Connect one or more liquidity providers through a bridge or directly over FIX. We configure symbol mapping, markups, routing rules and A-book/B-book/hybrid logic. Technologies we work with include PrimeXM XCore, oneZero Hub, Match-Trade and FIX API.

Data feed

Set up quote sources for every symbol, check them against your liquidity and filter bad ticks before clients see them.

CRM and client portal

Onboarding, KYC flows, account opening, deposits, withdrawals and IB structures, integrated through the MT5 Manager and Web APIs. See forex CRM solutions and MetaTrader API integration.

Payments

Payment gateway integration into the CRM, so that approved deposits reach trading accounts automatically and withdrawals follow your approval rules.

Optional modules follow: MAM/PAMM and copy trading, prop-trading setups and custom server and manager plugins built on MetaQuotes' Server, Gateway, Manager, Web and Report APIs. Our liquidity provider integration page explains how to evaluate LPs before signing.

Step 7: Test, go live and keep ongoing support in place

Go-live is a test plan followed by a monitored launch: test every flow with small real deposits before marketing starts. Our pre-launch checklist:

  1. Trade execution on every symbol group: market and pending orders, stop-outs, partial fills, swaps and rollovers.
  2. Bridge routing and markups against the agreed execution model.
  3. Deposit and withdrawal flows from the CRM through the payment gateway into MT5 and back.
  4. KYC and account opening from the website to a funded live account.
  5. Failover: backups restored on a test server, access-point redundancy and alerting.
  6. Staff training on the manager terminal and CRM.

After launch comes routine operations: monitoring, updates, configuration changes, new symbols and fixing MetaTrader errors and server problems. Our MT5 support covers this around the clock with a 99.9% uptime target, plus risk operations: end-of-day and evening reports, toxic-flow lists, and session and DST/holiday schedule checks.

How long does it take to start a forex brokerage?

The company and MT5 steps can take weeks; a forex licence can take months; the technology build fits between them. Every figure below is indicative, depends on how complete your documents are, and is not a promise.

Indicative timing drivers per step
StepIndicative timingWhat drives it
Saint Lucia IBCAbout 3–5 business days after due diligence (agent estimate)Speed of KYC on directors and owners
Add-ons (legal opinion, incumbency, physical address, bank/PSP introductions)About one week (agent estimate)Which add-ons you need
SVG business companyWithin 24 hours of a complete applicationForex companies must first hold a licence or approval from where they operate
MetaTrader 5 licenceVariesCompleteness of the ten documents, website compliance, SumSub verification
Seychelles Securities Dealer licenceFSA service standard of 30 working days from a complete application; end to end usually longerOffice, resident staff and manuals in place before filing
Onshore licence (CySEC, FCA, ASIC)Many monthsCapital, staff, policies and regulator questions

Shorten the critical path with parallel work: prepare the website and MT5 documents while the company is formed, and sign liquidity and CRM agreements during the MetaQuotes review.

Common mistakes when starting a forex broker

Most launch delays we see come from paperwork, not technology.

  • Calling an IBC a licence. A Saint Lucia or SVG company is not regulated for forex. Marketing it as "licensed" invites regulator warnings and can cost you bank and PSP relationships.
  • The wrong activity clause. A company formed for "general trading" will need amendments or a legal opinion before MetaQuotes accepts it.
  • A placeholder website. The MT5 review checks for addresses, contact details, a risk warning and a jurisdiction disclaimer.
  • Licence approved, nobody to run it. MT5 is self-hosted; plan servers and support before approval.

Frequently asked questions

What is the first step to start a forex brokerage?
Define your business model: target countries, client type, execution model (A-book, B-book or hybrid) and whether you need your own MetaTrader 5 licence or a white or grey label. Those answers decide which company, licence and technology you need next.
Can I start a forex brokerage with MetaTrader 4?
Not with a new licence of your own. MetaQuotes states that MetaTrader 4 licences are no longer available for purchase, so new brokers buy MetaTrader 5. MT4 is still available through existing providers' white or grey labels.
Does Saint Lucia issue forex licences?
No. The Saint Lucia IBC registry states that Saint Lucia does not currently regulate or licence forex trading, and the FSRA has warned that forex business is not licensed there. Saint Lucia is used for the company (IBC); any forex licence must come from another jurisdiction.
Does MetaQuotes accept a Saint Lucia IBC for an MT5 licence?
In our experience, yes, provided the activity clause covers brokerage or trading of financial instruments and the full document pack is supplied. MetaQuotes does not publish a jurisdiction list, so acceptance is decided case by case.
What documents does MetaQuotes ask for?
In our experience: Certificate of Incorporation, Good Standing or Incumbency if the company is older than six months, registers of directors and shareholders, proof of registered and physical address, domain ownership and a compliant website, confirmation of activities, a corporate bank reference letter, and SumSub verification for the signatory and beneficial owners.
Which MT5 licence tier should a new broker choose?
Most start-ups begin with Entry (1,000 real accounts). Standard (25,000) suits brokers with an existing client base or distributed trade servers; Enterprise (200,000) is for large operations.
Do I need a forex licence to start a brokerage?
It depends on where your clients are and what you offer. Many countries require a local licence to solicit their residents, and offshore authorities such as SVG's FSA say forex companies must obtain authority where their clients are located. Take legal advice for your target markets; this page is general information.
Does MetaQuotes host the MT5 server for me?
No. MetaQuotes states that brokers deploy MT5 on their own hardware and control support and administration themselves. You need your own servers and a technical team, in-house or outsourced, to run them.
How long does it take to launch a forex brokerage?
It varies. A Saint Lucia IBC takes about 3–5 business days after due diligence in our agent's estimate, the MT5 review depends on how complete your documents are, and a forex licence can take months. Running the technology build in parallel saves the most time.
How much does it cost to start a forex brokerage?
Cost depends on your licence route, MT5 tier, number of integrations, hosting and staffing. We do not publish prices. Tell us your plan and we will scope the work and give you a quote.
